Tigers Academy graduate Skinner scored a try on his senior debut for the club against Leeds Tykes in April 2003 and went on to make 37 first-team appearances as well as gaining England Under-21 and Sevens recognition in his time at Welford Road.
He moved on to Harlequins in the summer of 2006 and made 149 first-team appearances for the Londoners, collecting an Amlin Challenge Cup winner’s medal in 2011 and being part of the Aviva Premiership-winning squad in 2011/12 as well as captaining Quins during two seasons.
Skinner, 29, has not played first-team rugby for a year due to a neck injury picked up in the early part of the 2012-13 season and has now been advised against playing again.
Quins have also announced that second-row forward Olly Kohn, 32, is retiring after battling against a shoulder injury.
Skinner said: “I'm looking forward to whatever is next for me in the ‘real world’. All I hope is that I enjoy it as much as I have my rugby career.”
