Thacker, who celebrated his 20th birthday this week and made his Aviva Premiership debut as a temporary replacement in the win at Worcester Warriors a fortnight ago, returns to the national squad for a game to be shown live by Sky Sports (kick-off 6.15pm).
Club colleague Henry Purdy is among the England replacements.
England make six changes from the side that beat Scotland, with wing Howard Packman coming in for his first start, first starts of the season Harry Sloan and Scott Wilson, and calls for Thacker, Alex Lundberg and Joel Conlon.
Coach Nick Walshe said: “It’s great to have this depth within our squad. The guys have trained well and we’ll be looking to go out there and play as well as we can in front of a good home crowd.”
