It had started well for England as inside-centre Henry Purdy threaded his way through the Leicester defence to score after just three minutes. But Tigers provided an immediate response as a close-range scrum allowed Turner to score and Lynn added the conversion.
Macauley finished a break on the left for the next score, then Oliver scored from close range and it was 28-5 when Lynn converted Macauley's second.
But England fought back and, after Luke Jones was stopped just short of line, flanker Gabriel Carroll forced his way through. Joe Tarrant added the conversion.
Louis Grimoldby converted a try for full-back Max Stelling at the start of the second half and a penalty cut the deficit to six points at 28-22.
Lynn missed a penalty for Tigers, but Grimoldby landed his next attempt as England continued to chip away at the home side's lead.
Tigers dug in and defended their line for the last five minutes of an enthralling contest, closing out the victory to a rousing reception from the Bank Holiday weekend crowd.
