Back-rower Brett returns to his hometown club in 2012/13 after spending two seasons with Premiership rivals Gloucester.
He previously spent six seasons in the Tigers senior squad alongside older brother Louis, totaling more than 120 appearances.
Included in the matchday 22 for all three finals in the 2006/07 season, Deacon captained Tigers against the Classic All Blacks at Welford Road in 2008 before joining Gloucester the following summer.
Brett partnered Louis in the second row on his Tigers debut in 2003, the second pair of brothers to do so following Mark and Paul Grant in 1994.
An England international hooker at age-group level, he captained England Under-19 during 2001/02.
