The long-serving second row, who has 18 England caps, and he is joined in the squad by Leicester Tigers teammates George Chuter, Dan Cole, Tom Croft, Toby Flood and Ben Youngs.
England team manager Martin Johnson has also recalled Sale Sharks fly-half Charlie Hodgson and there is a call-up for the uncapped London Wasps scrum-half Joe Simpson.
Deacon and Simpson replace David Attwood (Gloucester) and Dominic Waldouck (London Wasps) with Hodgson's addition making up a 33-man group.
Leicester-born Deacon has made 223 appearances for Tigers since his debut in 2000 and has returned to action after a back injury delayed the start of his season.
Temporary injury replacements for Tigers flanker Croft, who is sidelined by a shoulder problem, and Northampton Saints lock Courtney Lawes will be named later this month.
England open the 2011 RBS 6 Nations against Wales at the Millennium Stadium in Cardiff on Friday, February 4.
