Leicester Tigers youngsters Will Hurrell, Jack Cobden and Ben Youngs played their part as England ran in four tries against their Pool B opponents.
Tigers wing Hurrell played the full 80 minutes while Cobden and Youngs were introduced from the bench in the final quarter.
England scored four tries through Charlie Sharples and Henry Trinder in the first half, and Luke Eves and Carl Fearns in the second. Full-back Tom Homer kicked the rest of the points.
England, who beat Japan 43-0 in their opening game, top Pool B going into their final group stage game against Samoa on Saturday.
Cobden said: "It's important that we got a good win. It was a bit scrappy in the second half and a hard game to get into.
"We've got two wins now and we're well placed and still haven't reached our potential."
