Leicester Tigers lock Parling came off the bench in the 17-13 win over Ireland A for his first Saxons cap last weekend.
Now he is set for his first start and will form the second row with captain George Skivington (London Wasps).
Parling’s inclusion is one of nine changes to the team that beat Ireland A last weekend.
Head Coach Stuart Lancaster said: “The guys put in a great performance last weekend and we hope to back that up with another impressive display against Italy A on Sunday.
“We've made quite a few changes to the squad that beat Ireland A last weekend which gives opportunities to the new guys coming in.
"Ben Youngs (Leicester Tigers) and Luke Narraway (Gloucester Rugby) and have returned to their clubs while Hendre Fourie (Leeds Carnegie) and Rob Vickers (Newcastle Falcons) have come in as injury cover for Andy Saull (Saracens) and David Paice (London Irish).”
