The clubs believe it is a strong set of proposals which can deliver a balance between supporting a successful England team and ensuring the continued expansion of the Club game.
The RFU has been seeking more training and preparation time with the England players and to concentrate this time around the international matches. The Clubs have offered to deliver this as part of an overall package which protects club competitions, gives them greater say in the future development of these and includes a financial deal which allows the Clubs to invest in increasing their playing squads.
Peter Wheeler, as part of the PRL Negotiating Team, has been working with Rob Andrew, RFU Director of Elite Rugby, to formulate playing related aspects of the PRL proposals.
He said, "The Clubs' offer reflects a strong desire to help provide England with the more concentrated preparation time and influence it wants. In return, we must be able to protect and develop club competitions in the way we have with the Guinness Premiership to ensure success and expansion of the club game, which is the basis of rugby at all levels in England, from professional to grass roots."
