Ten of the 32 players, including Tigers scrum-half Youngs, were capped at this level last season while wing Hurrell is among those elevated from the England Under-18 ranks. Tigers hooker Collett has also come through the younger age-groups with England.
The Under-20 Elite Player Squad will be coached by Mark Mapletoft and Martin Haag, playing RBS Under-20 Six Nations games before travelling to the IRB Junior World Championship in Japan.
England have a high standard to aim at after a Six Nations Grand Slam in 2008 before defeating Australia and South Africa to reach their first-ever world age-group final, where they were beaten by New Zealand, in June.
The Under-20 programme includes a four-day get-together this month and a warm-weather winter training camp in Portugal before the Six Nations begins with a home game against Italy on February 7.
