Danny Cipriani and Dominic Waldouck, who both started last week, take a turn on the bench.
The team includes England internationals Tom Voyce, James Haskell and Tom Palmer, and will be led by flanker John Hart.
Director of rugby Ian McGeechan said: "Facing Leicester Tigers is always a big game, and Sunday will be a massive challenge for us. We had a good hour in the middle of the game last week, when I was very pleased with our all-round game, but we are now looking for a big game over 80 minutes. That's the only way to put yourself in a position to beat sides like Leicester."
