Coach John Fletcher has made 13 changes, with only Hurrell, Newcastle flanker Will Welch and Gloucesters Freddie Burns, who moves from fly-half to centre, starting a second successive game.
Tigers centre Andy Forsyth, who scored two tries in the opening win over Tucuman last weekend, is joined on the bench by Leicester colleagues Sam Harrison and hooker Jimmy Stevens.
Coach Fletcher said: I am delighted with the way the players have trained this week. Following our match against Tucuman we are ready for what we believe will be an even bigger challenge.
The England Under-18s will also play Mendoza Under-18s on Sunday and an international Test against Argentina on August 3.
