Leicester Tigers club captain Murphy, who has 69 caps for his country, has been selected in the 43-man squad, which will meet in Kildare for the first of three scheduled camps during June and July.
Murphy is returning from the foot injury he sustained in the Aviva Premiership game against Northampton Saints at Welford Road in January.
Former Tigers forwards Shane Jennings and Leo Cullen are also named in the squad though ex-Tigers fly-half Ian Humphries has not been considered after undergoing surgery on a shoulder injury.
Ireland coach Declan Kidney said: “This is the first step in preparation for the Rugby World Cup and the group called into our first camp shows that there is competition for places right across the board.”
Ireland’s World Cup warm-up games include a fixture against England at Dublin’s Aviva Stadium on August 27.
