Ian Humphreys played for Leicester Tigers on November 18 and 26 while he was registered as being on-loan to Leeds Tykes and therefore ineligible under Guinness Premiership Regulations.
After receiving England Rugby's verdict, Leicester Tigers issued the following statement:
"While we accept our responsibilities in this matter, we are very disappointed that a point that is so difficult to win on the pitch has been lost because of administrative issues.
"Our willingness to support the national team and to ensure that young players receive important game time, as we are encouraged to do by the RFU, was the starting point that ended with today's decision.
"The England Rugby panel's additional recommendations attached to their verdict make it clear that there are a number of weaknesses and ambiguities in the registration system. We must ensure that their recommendations are actioned throughout the Premiership to prevent these from occurring again."
Leicester Tigers have 14 days to appeal the decision.
